Federal Push to Reschedule Marijuana Could Reshape Cannabis Ingredients Landscape
Administration orders accelerated rescheduling to Schedule III while signaling tighter oversight and clearer standards for hemp-derived cannabinoids used in foods and beverages

The federal government is directing the Department of Justice to expedite rulemaking to move marijuana from Schedule I to Schedule III, while also calling for clearer federal standards around hemp-derived cannabinoid products, including CBD. The move is intended to expand research, improve regulatory oversight and close long-standing gaps between consumer use and scientific guidance.
For food and beverage developers, the announcement signals potential downstream impacts on cannabis-adjacent innovation. While hemp-derived cannabinoids remain legal under existing law, the administration is signaling tighter scrutiny of THC thresholds, labeling accuracy and product safety — particularly for full-spectrum formulations.
At the same time, expanded research and clearer federal frameworks could eventually open the door to more consistent ingredient standards, claims substantiation and long-term product planning for cannabis-containing foods and beverages.
